Summary: Cannot change solve order in Essbase 21.3 (patched from 21.2)

Content (required): Before patching Essbase 21.2 to 21.3, we were able to change dimension and member solve orders when editing an outline in the UI. After patching we can no longer do that. Has anyone else seen this?
