Unable to sign up and amount got verified from the bank card

I'm using a physical Visa debit card to verify my Oracle Cloud account.

Although charged the account verification fee was successful, but I still received an 481 error - REJECT: "Error processing transaction". So it is impossible to register an account.

I'm sure that:

  • My card is Visa Debit physics card not virtual card.
  • The balance on the card is still enough to verify.
  • The information I use to register the account coincides with the information I use to register the card.
  • My card has never been used to register any Oracle account before.

I sent an email requesting support with similar content to oraclehelp_ww@oracle.com and this is their answer [Incident: 220127-000548]:
