Journal Workflow

Client wants to be able to be able to control the posting of Journals to the Corporate team, however they do not want the corporate team to have admin access. Is there a way to do this? Per the current Admin guide only the original submitter or an admin can post a Journal.
The Use Case would be if a user in Poland submits a Journal their time, then somebody from Corporate in the US approves that journal on US time and they want to get the journal posted right away they cannot unless they contact an admin as the Poland user is no longer online.
