Cannot Re-Release Planned Order if released with qty less than original order qty

Summary:

We have a planned order for qty 100 and released it with implement qty =1 . When we come back into the plan we are unable to release the planned order for the remaining qty of 99.

Unlike Oracle ASCP(EBS) where if you released a planned order for a qty less than the original qty you could release the planned order again and the record would show that the implement qty available to release is original qty minus implement qty and you could release it again. But in Oracle cloud if you do the same thing - release a planned order with implement qty less than original qty you cannot come back to the planned order and release it again. Is this working as expected or are we missing any steps on how to release the planned
