Unable to collect new inventory orgs when running net change collections

We are adding new inventory orgs to our existing implementation and we are collecting them by running collections in net change mode .We see an error in the load entity program of the collections :The value provided for the attribute ORGANIZATION_CODE is invalid.

Any idea what could be the cause of this?
