How to make the second input value dependent on the first input value

We have a requirement to make the second input value dependent on the value of the previous input value. How can this be achieved?

Content (required):

We created an element entry with two input values - both values are coming from the Grade EFF. The requirement is to make the second input value dependent on the first input value. Attempted to use a table-validated value set using input value as parameter but this does not seem to work. Is there a way to achieve this?
