Workforce Planning rates without admin access

The rate table forms are meant to be used in the configuration wizard which is available to admin users. How do we enable power users from the HR team to enter rates without giving them admin access?

The rate table forms are meant to be used in the configuration wizard which is available to admin users. Directly accessing them is impossible as component dimension is hidden, so only option is to unhide and allow users to update. However, this will require they remember which component is configured as rate-based, or simple or rate and threshold. I would prefer not to make this difficult for the users, and also to not have to hard-code the list of components as it takes away the flexibility of changing the component type in admin (and then having to update the forms
