Which version of SCORM works better with OLC - 2004 or 1.2?

Summary:

We are starting to see some of our content become available in SCORM 2004 format. Is this any better to use on OLC than SCORM 1.2?

Content (required):

I have noticed that the two versions behave very slightly different. So for one of our courses, we have a problem with the course marking as completed too early using SCORM 1.2, but it works correctly using SCORM 2004 - however, the 2004 does not bookmark their place if the learner closes the course part way through.

Also, I've seen that 2004 is not supported on mobile devices.
