Dependency between Financial Project Plan and Project Budget

I understand that if I create Project Budget, the information does not feed back into my Project Plan. However if I start the planning process in the Financial Project Plan work area, it does feed into my Project Budget. If I forego creating a Plan all together, and only use the Project Budget work area, what are the downstream impacts if any?
