Unable to add comments during Invoice Force Approval

System not prompting to enter comments during Force Approval

Hi all,
In the Invoice options, Allow Force Approval checkbox is enabled.
In BPM, Complete task immediately when participant chooses is set as Reject; HtOutcmeForceApproveForceApproveInvoice
Also in BPM, Mandate Comments before updating these outcomes is set as Required for HtOutcmeForceApproveForceApproveInvoice
In BPM Access section, Task Actions for HtOutcmeForceApproveForceApproveInvoice is set as Owner.
However, user is able to Force Approve an invoice without the system mandating a comment. Expectation is that system should ask for comments, and only after entering the comments, the invoice should be undergo Force Approval.
