ATP database - database actions, apex, sql commands screen all broken

I haven't used my FREE tier ATP database for a while and when I started it up again APEX, database actions and the SQL commands features were all broken and give an oracle REST services 404 not found screen. WIth database actions I get "failed to auto sign-in".

I believe several users have run into this before reading other posts on the forum here. Could you please help me and give my environment a nudge to start working again?
