No option to create OAuth client application

Summary:

When I go to my IDCS admin Console and click on Add button, I don't see option to create an OAuth client application. I get following options:

App Catalog

SAML Application

Mobile Application

Confidential Application

Enterprise Application

License type is FOUNDATION.

I am trying to implement the steps given on https://www.ateam-oracle.com/post/identity-cloud-services-oauth-20-and-rest-api and first step is creating OAuth client application. Can I use Confidential Application instead?
