Terminated instance cannot be recreated

I have created an instance of arm 4core/24gb on free tier, and then terminated this instance. The storage block was deleted too.

Can i create this instance again? When i try, it says: You cannot create a VM.Standard.A1.Flex because you have reached your limit. Upgrade to a paid account.


What should I do?
