Listener setup for Oracle on a computing instance

Dear friends,

I setup Oracle database for testing purposes on a computing instance in Oracle Cloud. Computing instance has public IP, and I am able to ssh to Linux on this instance, but I do not understand how to setup sqlplus acces from my laptop to database. Database running on this computing instance has listener, and it is configured to accept connections from internal subnet 10.0.0.0/24.

Public IP address is not attached to any local net interface, so I can not simply add a line to listener.ora

What do I need to configure so listener would accept connections to public IP?
