Cannot ssh to an instance from gitlab

Summary:

I have created simple setup in my Free Tier Account - Instance with public IP and open Ingress port 22 only. My goal is to deploy a container with a simple website+mysql. I am able to ssh to the instance from my home network as well as from behind VPN with proxy, but for some reason I'm not able to do so from gitlab which requires the same proxy. I did some testing and I can easily curl to the Internet from gitlab, but when trying to curl to my instance (port 22) I get badgateway and with ssh I
