Unable to access VBCS app from Oracle login from two different IDP's configured in IDCS

Description (Required):We have 2 IDP's, both configured with Saml 2.0 in IDCS, when added in IDP Polcies in single Rule or two separate Rule, both do not work together, only one works which is at the top in priority even if we use user or user group condition. The conditions are not getting evaluated. Note that we login to Oracle SaaS SSO from AD IDP and then click on VBCS integrated App which send request to IDCS but after that instead of evaluating condition it always goes to first Rule.
