For specific usecases i am looking for a scenario how to be able to send mail from the database in OCI

For specific usecases (mostly related to sending mail when a specific audit event would occur) i am looking for a scenario how to be able to send mail from the database in OCI. In an on - prem situation the packages would play an important role:

@$ORACLE_HOME/rdbms/admin/utlmail.sql
@$ORACLE_HOME/rdbms/admin/prvtmail.plb

and of course would have to set up :

ALTER SYSTEM SET smtp_out_server


and of course create an ACL.
