Can Reason Groups be associated with non-final States?

Summary:

My client wants a hiring manager to be able to select a disposition reason, and then have the Rejected by Employer state be available after that to prompt an automatic notification. However, I only see the ability to associate a Reason Group with the Rejected by Employer and Withdrawn by Candidate states.
