TIMESTAMP column issue in values set

unable to apply date condition on the table which column data type is timestamp

Content (required):

We have table named "PER_CALENDAR_EVENTS" in which two dates column which data type is timestamp. Now when we pass it through values set based on the below parameter but system doesn't get this.

CAST(START_DATE_TIME AS date) <= TO_DATE(:{PARAMETER.P_TO_DATE},'YYYY/MM/DD')

AND CAST(END_DATE_TIME AS date) >= TO_DATE(:{PARAMETER.P_FROM_DATE},'YYYY/MM/DD')

Please advise.
