Is it possible to restrict an user to only create an Item.

Summary:

We have an requirement where we want User to only be able to Create a New Item via NIR. But the user should not be able to update an Approved Item.

We have configured Item Class security by providing Create & View Access but it is not working. Once we give Maintain Access user can Create New Items & Edit existing items.

Is it possible to restrict an user to only create an Item and not let them update an existing Item?
