Inactivate Suppliers based on paid one time

Using the Inactivate Supplier privilege, are you able to generate a list for 'paid one time suppliers' only? Or does this always need to be run alongside the 'suppliers with no transactions' parameter?

When I try to run 'paid one time suppliers' alone this report does not bring up any suppliers. However, there are a number of 'paid one-time' suppliers in the 'no transactions' report.
