Translation Override rule not working

Summary:

I am testing a translation override rule, whereby a specific Entity for specific Years needs to translate at a rate of 1. The Entity's "Entity Currency" is set to EUR, but for historical years, it needs to be treated as a USD Entity (hence a rate of 1). However, it simply is not working - both Parent Currency and USD Reporting values are being translated at EUR rates for FY21 after rerunning translation post-rule deployment

My one concern, and perhaps it is the cause of the issue here, is that under the Currency option, it does not include Entity Currency (which is where our data is loaded) or USD Reporting. The only options are the members under the Input Currencies parent
