How to setup Cycle counting Approval Rule without WMS .

Can we setup approval for cycle counting tolerance? Currently anyone having inventory manager access can approve it.

Is there way to define approval rule for cycle counting? Please shar the setup if anyone did it.

We are not using WMS Cycle accounting Approval Rules.
