When I copy an existing order and change the customer, customer ship to, bill to in the new order, lines are not changed and ship to and bill to in the lines remains with the original order. Is this an intended functionality or a bug?

When I copy an existing order and change the customer, customer ship to, bill to in the new order, lines are not changed and ship to and bill to in the lines remains with the original order. Is this an intended functionality or a bug? Copy order especially required if there are many lines in the order, and since when customer, customer site, bill to, ship to are changed in the header and not reflected to lines, not a usable functionality if it is not a bug or setup wise problem that can be solved.
