Active Dataguard in single node VM DB systems

Summary:

We have enabled the DR for the DB (19.15) in Ashburn region with "Dataguard" option in SanJose Region, 

But after enabling the DR , the active Dataguard is automatically enabled by default, even though we selected Normal "Data Guard" while enabling the DR.

When we enable DR in same region where Primary and Standby resides, no issues with that.

The Issue that we're experiencing is because of cross region where Active Data guard is by default enable with DR PDB database is in READ ONLY mode.

Can you please advise if there is any bug or anyone experience this issue?
