Unable to connect to VMs by ssh, ping or web browser

Summary:


Content (required): I have 2 VM instances in my OCI tenancy, one of which is running an apache web server.

Until a few weeks ago, I could ssh into both, and access the webpage on the Apache server through my browser using the public IP.

I am now unable to connect to either instance using ssh (I get the port 22: Connection timed out message), or view the webpage on the apache server vm with the browser.

Both instances show as "Running" in the OCI console.

I have not made any changes to network settings.

I can ssh into a vm instance on a different tenancy (which has the same key), which suggests there is nothing on my local machine blocking traffic, and that as I cannot access the webpage either would suggest it is not a key issue.
