When the transfer workflow completes, the error in the autocomplete rule is completed.
Summary:
A rule was developed to not allow transfers outside the 1st, but there is an exception for those who have a specific ROLE. So this user that exception manages to create the transfer, the manager performs the approval, but the workflow does not finalize the operation.
