Hiring Manager unable to edit requisition title

Summary:

22C - The following privileges have been added to the Hiring Manager role -  Update Job Requisition and Update Job Requisition After Draft Phase.

For an Open-posted, position template based requisition, the HM is able to edit the fields mentioned in the user guide, except for Requisition Title. (tested with and without applications). The same privileges are added to Recruiter and the user is able to edit the title for the same req.

The expectation is that the Hiring Manager should be able to edit the Requisition Title when the mentioned priv are assigned, could someone please confirm the functionality.
