Working on PO detail report that includes change orders

Summary:

I need to create a detailed report that shows all PO detail including all change order activities - this could also be a requisition report if that is the proper avenue? I have found multiple report resources through Oracle applications that suggest I can get some of this information through "Submit Request". I have no idea how to use "Submit Request" - so if that's an option I would like some guidance (i.e. a screenshot of where to look).
