One compute instance disappeared, another stuck at stopped.

Hi I think I'm missing a compute instance as of 1 or 2 days ago, and I have a second compute instances that was stopped. When I try to start it, it gives an error: "Unable to start instance: Instance XXXXXX is disabled and will not accept any action requests. Please contact customer support to reenable."

Please help with why this is happening and what happened to my compute instance that just disappeared. The public IP of the one that disappeared used to be 129.213.54.69 which is still in my DNS for my domain. I've been using free tier only
