Wage Theft Notice Reports

While implementing Oracle HCM Suite for a client we were asked about how Oracle manages requirements for some U.S. states that require the employee to receive "Wage Theft Notice" report when an employee receives a salary increase.

Attached are two examples that were shared by the client that is part of delivered reporting functionality from their current HCM provider. In reviewing reports I have not found that these are delivered reports in Oracle. How are other companies managing this requirement? I know that we can create custom bursting reports, but wanted to make sure we weren't creating the wheel or if others have found another solution to meet state reporting requirements.
