Restricting Users From Creating Requisition against Certain Locations.

Summary:

We want to restrict users from creating requsitions against certain location.

Scenario - In our project we have two separate group of locations i) HR locations (These are Global) and ii) SCM locations (These are Local) and both are already loaded into production with COMMON set. When a requester logs in to system by default the requisition preference gets updated with his/her HR location and a requisition gets created with HR location as deliver to location and because of that the charge account on such requsition become wrong. Hence we want to restrict users from creating requisitions from HR location.
