EL Expression not working correctly

Summary:

We have a group of users that we need to hide the "My Teams" icon from, and so we have a TEST role to mark them and are using the RoleNotIn EL expression below in Structure in one of our Dev environments. After publishing the sandbox and running "Retrieve Latest LDAP", "Send Pending LDAP", "Import User and Role" processes, we've tested with users that both have and do not have the TEST role, and "My Team" still shows for everyone.
