If the min $ amount is not reached, the order will not be shipped

Summary:

We have a requirement where in if the Sales Order amount does not meet a minimum dollar amount for a customer, then the order should not be shipped.

Content (required):

To achieve this, in case we create a DFF in the customer master to store the Minimum dollar amount, will it be possible to do a compare check of the sales Order Amount with this DFF value and then put the Order on custom hold via OM extension?? Is there any other way this can be achieved??
