Flex Form in Smartview, certain rows not appearing for user

Summary:

We have created a flex form in PBCS and when one of our users tries to open it a section of rows does not appear for that user. When I open it, it is working correctly. I went through all of the user settings/options with her but could not figure out why those rows were being omitted from her smartview form. She has suppression OFF, it is not suppression related.
