Reduce minimum storage for DB on VM

Is it possible to request a smaller DB than the options you get when provisioning a Standard Edition v21.8 on a VM:

Shape: VM.Standard.E4.Flex

CPU core count: 1

The minimum is:

Available data storage: 256 GB

Recovery area storage: 256 GB

Total storage size: 712 GB

This is way too much for our and our customer's needs (20GB storage is enough in most cases). Dealing with small companies that are looking at every dollar, the storage costs are higher than strictly necessary.
