Advanced Rules for the Assignment VERSUS Re-assigning Learning

Summary:

Can someone please help me understand the difference between setting up the Advanced Rules for the Assignment (using validity periods and renewal options) and the new functionality in 23A for Re-Assigning learning?

We've never used the advanced rules for assignments before but had a scenario today that I think can be approached with advanced assignment rules. The learner was being assigned a course they've previously completed (no advanced rules were set up - was set to active and latest and no expiration) the course was automatically showing as complete upon reassignment by the manager.

How could we use advanced rules for the assignment to make the automatic 'complete' not happen? I'm reading about setting an expiration for the validity period and also about renewal options in these settings. Is that possible?
