Cycle count Sequence Approvals

Our client is aware that for now Oracle Fusion Inventory lacks a solution for approval of counts, so client is willing to assign the approvers one role and the recorders of count another one. In this way, the recorders can only see the count sequences to be recorded and approvers would get the access to Approve the count sequences. How can this be achieved?
