Need to disable the Billing fields in Requisition Preferences

Is there any way to enable/disable specific fields in the Requisition Preferences? We need to disable the Billing project fields in the Requisition Preferences. Users enter wrong projects in their preferences, and unless they catch and change them, submit requisitions with wrong project and charge account values.
