Project number validation in oracle project financial management

Summary:

While duplicating a project from an existing project we need to add validation on the project number that it should be a value from the list of values in Project segment values in GL COA (chart of accounts).

The system should not be able to proceed if this validation is failed. which tool we should use to do this validation, or can we use expression builder in page composer? Please confirm.
