Custom Objects via Application Composer with HCM Licence?

Is an HCM customer allowed to create custom objects using Application Composer, within the CRM or Common domain?

Content (required):

In the HCM modules, it's not possible to create new custom objects, like it's possible for CRM, ERP and SCM Cloud.

However, customers can still access application composer via the menu, and create custom objects in CRM or FSCM.

There seems to be no clear documentation whether customers are allowed to do so. Can someone please clarify, ideally with an official reference?

This gets specifically important when looking into extensions with Visual Builder. Many of the guides and howtos available refer to custom objects, even some examples that deal with HCM topics.
