Setting or Role to update Person Identifiers for External Applications

Summary:

We have a custom role which had always given access to update all sections on the Person Identifiers for External Applications page. Now, when trying to make an update to a users ID, the edit option is missing off just that particular Identifier in Production, but present in all of our Dev environments, with the exact same role assigned. Edit function is still showing for other Identifiers in Production. Is there a setting or configuration that controls edit ability for Person Identifiers that may have been changed without our knowledge? Appreciate any help.
