User Defined Catalog in Orchestration Qualifier

Trying to setup Financial Orchestration Qualifiers in a new instance, but the User Defined Catalogs are not available for selection.

In a previous instance this worked without any issue, and any new PDH Catalog is automatically available in the list of user defined catalogs in SFO.

It seems that the only requirement for Catalog to be available in Qualifiers screen is that the Catalog cannot be associated with a functional area.

Does any one knows what maybe other requirements?
