Logic-based parameters for node type properties

We would like to create a node type property that utilizes selection criteria that go beyond the criteria values currently offered

Content (required):

The context of the ask is a Department dimension that features a node type property for Department Manager. This property is linked to a node set for another dimension, also called Department Manager -- a list of employees to who are eligible for assignment as managers for base level departments. They are both dimensions in a universal application.

Both departments and department managers have a variety of associated properties -- one that is the same is called Practice ID. We would like to set the selection criteria (or a validation) to ensure that the Practice ID set for a particular department manager aligns with the Practice ID set for a department -- only managers who have the same Practice ID as a department will be valid selections.
