Promotion Showing Incorrect Previous Salary

Summary: When a change salary (manage salary) is submitted (still pending) on an employee and you move to promote that employee during the change salary pending phase, the "salary" train stop shows 31,200 SGD.

I noted recently during some testing that when I have an employee who is still in the pending approvals phase of a change salary (manage salary) transaction if I then move to promote/transfer them during the pending phase, the "salary" train stop stays that the employee's previous salary is 31,200 SGD. This happens no matter the legislative data group, country, currency, or hire date of the employee. It is happening in both our test and production environment. At first, I thought it might be some element value it's pulling from, but I couldn't find it there. It's always the same
