"Get all items" REST API returns empty list

Summary:

Some items were created on Oracle Cloud SCM and I can find them by SQL query running on table EGP_SYSTEM_ITEMS_B.

Then I ran the "Get all items" REST API with Basic Authentication which takes the same account as "CREATED_BY", the returned item list is empty.

When no parameter is assigned in URL, it returns error

Please advise:

1. if any privilege is required for the "Get all items" REST request?
2. if EGP_SYSTEM_ITEMS_B is the correct table when I try to verify item creation from backend?
