How should I define all parameters as multiple selection in sql report?

Parameters are defined in this way in the SQL report I prepared.In this way, I can make more than one selection in the location with the parameters.But for example, when I define the department parameter in the same way as the location, I get an error.

what would be the reason ? How should I define all parameters as multiple selection?
