Resend Expense Report E-mail notification access in transaction console

Summary:

Our business users are excited about the new feature in 23A to Resend the E-mail Notification for expense reports. We are trying to create a custom responsibility. We've attached the privilege "Perform HCM Approval Transaction Actions (PER_PERFORM_APPROVAL_TRANSACTION_ACTIONS_PRIV)" to a new role. However, the user can only see withdraw and reassign as indicated on the rollout feature. I also read about this being an administrator role. Has anyone had any luck in creating a role for this feature? Otherwise does anyone know a minimal administrator role that we can use to grant a business user this access?
