Create Project Unit Orgs via csv File

Hi, we are trying to create Project Unit Orgs using the export/import of csv files. There are 3 different csv files created when running the export. When adding new rows for new Project Unit Orgs, I am encountering a error that the project org id doesn't exist. So does an org id need to be generated by an internal sequence?

Should it be possible to create Project Unit Orgs via the csv file import?


Fyi, we can't use the HCM Data Loader for this because these Project Unit Orgs will not be HCM Depts.
