I would like to have access to multiple regions as some of what I do requires a low-latency connection to computers on the other side of the globe. I know that in order to have access to multiple regions, I need to upgrade my account to a "Pay as you Go" tier (not just an always free tier). I've looked around a bit, and maybe I'm just dumb, but I just want to be sure before I do anything.

My question is, if I upgrade to Pay as you Go, will I then be able to access and utilize my underused always free resources in a different region?
